October 16, 2006 RAB Members Urge DNR To Take Action
RESOLUTION SUPPORTING AN ENFORCEABLE
PLAN OF ACTION October 16, 2006 WHEREAS, recent testing of private wells near the southeast corner of Badger Army Ammunition Plant confirms that at least 9 private drinking water wells are contaminated with dinitrotoluene, carbon tetrachloride, chloroform, and other toxic chemicals above the Preventive Action Limit; and, WHEREAS, levels of dinitrotoluene have been detected in groundwater in the Water’s Edge neighborhood above Enforcement Standards; and, WHEREAS, groundwater on the west side of Badger Army Ammunition Plant, near the Bluffview Community, has high levels of tricholoroethylene; and, WHEREAS, dinitrotoluene has been detected in groundwater monitoring wells at Weigand’s Bay South (more than a mile from the Deterrent Burning Grounds) above the Preventative Action Limit; and, WHEREAS, there are no groundwater monitoring wells in the vicinity of the Inspiration Drive neighborhood in the Town of Merrimac; and, WHEREAS, the Wisconsin Department of Natural Resources (WDNR) is required to commence efforts to maintain compliance with the state’s preventive action limits for groundwater; and, NOW, THEREFORE BE IT RESOLVED, by the following members of the Badger Restoration Advisory Board, that the WDNR – together with input from health officials and community members – should develop an enforceable plan of action that will: (1) prevent exposure of residents and workers to groundwater contaminants, and (2) assure that groundwater resources are free of contamination and do not exceed Preventative Action Limits, and BE IT FURTHER RESOLVED, that this enforceable plan of action should include: (1) immediate installation of additional groundwater monitoring wells to address current spatial deficiencies, (2) amending required groundwater and drinking water testing parameters to include high explosives and other potential site contaminants identified in hazardous waste manifests and other historical records, and (3) enforceable timelines.
